Director Juei-Cheng Jao’s course “Maritime Law and Policy—Fundamental Literacy and Local Case Analysis” is now officially online
Director Juei-Cheng Jao was commissioned by the Ocean Affairs Council and the Civil Service Development Institute, Directorate-General of Personnel Administration, Executive Yuan to produce the course “Maritime Law and Policy—Fundamental Literacy and Local Case Analysis” This course covers both ocean public law and ocean private law. Grounded in the framework of the United Nations Convention on the Law of the Sea (UNCLOS) and related international maritime conventions, it integrates Taiwan’s practical experience in areas such as maritime governance, gray-zone operations, protection of subsea critical infrastructure, shipping safety, and the demands of international trade. It seeks to develop an analytical framework that bridges international legal norms with the operation of national policy.
Amid the intersection of geopolitics and technological change, the ocean is no longer merely resources and transit, but a frontline of institutional competition and governance capacity. The significance of ocean law has likewise evolved—from traditional legal interpretation to a core instrument through which states shape order, respond to risks, and participate in rule-making.
This course represents a phased synthesis of Director Juei-Cheng Jao’s long-term research on ocean law, international maritime conventions, and policy practice. At the same time, he hopes it will provide a more forward-looking and integrated foundation for Taiwan as it confronts future challenges in ocean governance.
