4.Project Overview

This project identifies key international and domestic milestones in ocean security governance up to 2030 and develops a dual-track timeline framework for Taiwan. It combines timeline-impact assessment, a detailed seven-category gap analysis, responsibility mapping, and policy recommendations. The scope covers issues related to maritime rights, maritime law enforcement, and maritime safety, with comparative governance cases from Japan, Australia, and the United Kingdom. Expected outputs include international and domestic timelines, a visualized dual-track timeline, risk-graded gap analysis, a demonstration case, an inter-agency RACI matrix, phased recommendations, and an updateable database with operating protocols.
