4.Project Overview
This project centers on “the role of hydrogen in enhancing Taiwan’s energy resilience and its associated legal and policy framework,” and examines the institutional positioning and policy functions of hydrogen within the context of energy transition and supply security. In response to increasing challenges arising from extreme climate events, geopolitical conflicts, and volatility in global energy markets, energy resilience has become a central objective of national energy policies worldwide. International policy developments and academic research indicate that hydrogen can enhance system stability and diversification, reduce reliance on single energy sources, and strengthen overall energy security through long-duration energy storage, backup supply, and sector coupling. Building on this perspective, the project adopts an energy resilience framework and conducts a structured analysis through international comparison and institutional evaluation. It focuses on three key areas: (1) analyzing the institutional design of hydrogen and energy resilience policies in major jurisdictions, including the European Union, the United States, Japan, and South Korea, with particular attention to hydrogen’s role in energy security and system stability; (2) examining the legal and regulatory requirements for hydrogen supply chains and crosssector infrastructure, including the development of integrated hydrogen network frameworks; and (3) proposing policy instruments and legal strategies for Taiwan, including clean hydrogen certification schemes, market support mechanisms, and the development of strategic hydrogen reserves and long-duration energy storage systems. The expected outcomes of this project are to provide a comprehensive reference for the government in formulating hydrogen policies, strengthening energy resilience, and advancing the legal framework. In addition, the project aims to facilitate alignment between technological development and regulatory systems, thereby supporting the sustainable growth of Taiwan’s hydrogen industry and enhancing its international competitiveness.
